There were some big new developments in Saturday’s budget, but the stories emerged from the Budget’s fine print, not the speech in Parliament.

1. The biggest story of this Budget is a major change in the way the Union Government spends its money. Earlier this week, Finance Minister Arun Jaitley announced that the government had accepted the recommendations of the 14th Finance Commission and raised the States’ share in the net proceeds of union tax revenues from 32 per cent to 42 per cent.

Budget is an estimate of income and expenditure for a set period of time in India's case it is of a year. It is the detailed implementation plan of the fiscal policy of the State in hard figures and facts and activities to be pursued for executing and implementing the same for socio-economic development of a country by the executive. It is defined as a series of goals with price tags attached. Where a line item is detailed and a price/cost is mentioned next to it.

Bullet train proposed on identified Mumbai-Ahmedabad sector. The railway minister has said that bullet trains are a priority. Other sectors for proposed high speed trains are: Delhi-Agra, Delhi-Chandigarh, Nagpur-Bilaspur, Goa-Mumbai, Chennai-Hyderabad, Delhi-Kanpur and Delhi-Pathankot and Mysore-Bangalore-Chennai, Nagpur-Secundrabad. The trains will run at 160-200 kmph.

As per budget estimates, total revenue receipts are estimated at Rs 16,522 crore and total revenue expenditure is estimated to be Rs 19,784 crore with a revenue deficit of Rs 3,262 crore. The expected receipts in capital account of the government are Rs 3,860 crore, apart from Rs 1,125 crore in public account including provident fund. Capital expenditure including loan repayments is estimated to be Rs 3,830 crore. The fiscal deficit for 2014-15 is likely to be Rs 5,354.

Himachal Pradesh Budget 2013 Highlights

  • Every department in State Government will scrutinize it's Acts, Rules and Guidelines and suggest amendments to simplify the procedures and to make them citizen centric.  
  • A State Commissioner (Public Grievances) to be appointed to monitor timely disposal of public grievances.  
  • An "Administrative Boundaries Reorganization Commission" will be set up for re-organization of boundaries of administrative units of various departments.
